is it mandatory to apply "through proper channel" in govt. organisation..??

I work in a court as Assistant. I applied for a job in some other government organisation before joining court. I appeared in the pre exam before joining but appeared in the mains exam after one month of joining. I didnt intimat the authorities while appearing in mains exam. Now I tendered my resignation but it came to their notice that I appeared for the exam after joining. They issued me a memo also regarding the appearing in the mains exam. I explained that i was not aware of the rules and the recruitment project is still not completed and I am resigning based on personal grounds. Now it has already been more than a month while I gave a one month notice and they have not relieved me of my duties. So how should I proceed so that my resignation be accepted and I am being relieved of my duties. I do not want any service benefits. I am under probation(joined six months before) and governed by central government rules. Please guide me.
