Is any tenancy agreement is compulsory in Goa?

I am a foreigner renting house in Goa. I want to know is it necessary to sign any tenancy agreement (rental agreemant or leave and licence agreement) if to rent for 6 months? Or even 11 months? And if so, then another question - is it possible that tenant is another person not residing in this house?
