Interest / fine on society maintenance amount

What is the standard process to charge interest on Society Maintenance amount?
If society is not yet legally registered it is allowed to charge fine / interest on due amount

What type of Society is referred ?

Whether the Society has adopted its Bye-Laws ? If so, what is there in the Bye-Laws on the subject ?

1. An "non registered" Society is ILLEGAL and CANNOT charge anything.
