Dear Pranovshubhraji, as per section 11 of the act the word or is used in the sense of giving an alternateive choice. Therefore where the debtor has ben arrested or imprisoned, he is not limited in the presentation of his insolvency petition to the court having jurisdiction in the local area where he is in custody but he may present the same before the Court under whose local jurisdiction he resides or carries on business. And why do you wish ti file your petition in the High Court?
