out of curiosity , I am posting this question.
Under AP re organisation Act, the Assests of AP state was divided on location basis , 
Liabilities on population basis.
As a result the liability on the part of the AP state is more.
Now. can ANY ( ANY ) citizen approach court seeking justice. i.e for over burdening with liabilities and dividing the assets on location of the property basis.
2 ) CM of AP chandra babu naidu repeatedly raises some provisions of this ACT are against the interest of the AP citizens.
Can't the provisions of this Act be amended *
