information regarding property

Sir,

i wanted to know what is the procedure of selling a flat after getting letter of administration from high court as it is mentioned that administrator cannot sell the flat as society is not giving NOC in mumbai. 

Please guide me how long it takes to get the order from high court  and what are normal charges ?
