Will the increment date of a government employee be deferred from july 1,2020 if he is unable to attend office due to lockdown?

The incrment date will not be affected unless the official is on leave. The legal position is that if the employee happens to be on leave, the date of increment will not be postponed, but it would only be given effect from the date he hoins duty.
