in hsg society. what to do if member refuses to receive notice

in our hsg society we want to send demand notices to defaulter members. but some members are either not present or they refuse to receive the notices. how to send both the notices to such defaulters before approaching registrar for recovery process.as both notices are required to be sent before approaching registrar.

Refusal to accept Notice is Deemed service Which is good service in law

You can very well initiate Recovery proceedings
