If tower materials belonging to a company is by mistake delivered in a wrong address of a person with whom the company has not entered into any agreement, and if that person is demanding money to release the materials inspite of repeated requests, what kind of action/criminal action can be brought against the person for not releasing the materials.

He is not releasing the materials as because he wants the company to build the tower on his land. However the company can build a tower on the basis of signal strength at a particular place besides other factors.
