Yes you can register Leave and License agreement through POA holder of Licensors even if POA is noterised before year 2012. Please ensure that the PoA is not cancelled/revoked by the PoA holder by way of Public notice etc.

I agree with expert SAM.
In order to get L & L Agreement executed the grantor (executor of PoA) has to be alive and did not have revoked the attorney.
