Supreme Court is aware of the situation, circumstances and has taken up the matter and always issuing time to time directives to Government. Government can have a plan/strategy if the situation is anticipated, but in case of sudden situation, as there is no past experience, there may be some lapses which will be corrected at the earliest. As citizens are more aware, they are also demanding for their rights through media and directly through courts.
