How to stop registration which is against will

My mother is one of the legal heirs for my grandfather's property, he wrote a will and registered in 2008 and died in 2010. As per will my mother should get 2 acres of land after my grandmother but in the meanwhile, my grandmother (GM) will not have any authority to sell or taking a loan except cultivating it. Now GM is trying to transfer it to her son, how to prevent it. When we approached MRO( Mandal Revenue officer ), he said he will only consider Passbook and do property transfer and need to settle this in court.

Please suggest the next steps to stop the registration, any suggestions are appreciated. PS: The property is in Telangana

Land area : 2 Acres

Grandfather--> Grand mother( As per willdeed, she can Enjoy the land, cannot sell, transfer or take loan)----> Mother ( After Grand Mother)

Patta and Passbooks on Grand mother's name 

Issue: Grand mother is trying to give it to Her son. and we want to stop the process??.
