How to obtain deceased father' s voter adhar?

If one of the legal heir is denied to be provided died deceased father's adhar/ voter / pan or any details to obtain legal heir certificate what remedy he should opt for as it is important  to get legal heir certificate in first place?

The voter ID is available in the public domain of the Election Commission of India and can be downloaded.   One can also obtain such copy by applying to Local authority providing name:     Son of    Ward No     Constituency.  This is a simple process, please try to search in google with key words VOTER PHOTO CARD OF ..........................WARD No......................in ........................Constitutency.

When he died is important because adhar was introduced  recently ,if he died before how you will obtain,pan card was not compulsory at that time,digital system was implemented recently ,so u can only obtain voters I'd ,if he was anyproffessinalist as advocate CA  etc proof is enough.
