The process of filing a writ petition in the Punjab and Haryana High Court hasve been laid out in the writ Jurisdiction (Punjab and Haryana) Rules, 1976 and they apply to all writ petitions to be filed under Article 226 of the constitution.
In Part II of the Rules talk about the procedure to file a writ of Habaeus Corpus and Part III talks about the other writs like Quo Warranto, Certiorari, Mandamus, etc
