how to fill High court petition

today my younger brother physical measurement test haryana police quilfy Hight 168cm but my younger brother Hight by measure in machine show one time 168 but second time 167.7 cm he is disqualified but my younger brother Hight 169 cm measure by fita I want to a writ petition in High court but I don't know how to procedure please help me.
