how to file private complaint in high court u/s 420

Can anyone help me how to file private complaint u/420 against a builder not returning money. What will be the total fees

Please go through your local expert lawyer with full documents like contract or sale deed or other relevant documents ...are they those documents are registered or not , and the under relevant act like Contract Act ,Stamp Act , Transfer of property Act there is breach of anything ot forgery got proved by builder than direct launch FIR, if police Didn't cognizance of FIR then file CrPC 156(3) or file a criminal complaint case in JMFC . please do contact ur lawyer
