if you have to file a case and do not know theprocedure then go to CAT, choose a dlawyer the file case after paying him.

You have to inquire and settle it on your own.

You may go to the website of CAT, download the application form for application under section 19 of Administrative Tribunals Act. You fill it, complete it and file it in person if you do not want to engage a counsel. 

Alternatively, you may engage a counsel only for drafting and guiding you for appearing and handling the petition in person. In general it can be done and does not require knowledge of rocket science. In geeneral government employees are well versed in their relevant circulars and notifications which can always be explaoined to CAT in person.
