House construction in kumki land

Hi Folks,

My father recently got 40cents land registered in his name which was in grandfather name earlier from past 50+years and there is nearly 20cents kumki land attached to our 40cents. this kumki land is convinient for building house. can we start house contruction here without panchayat approcal or is there is any legal procedure. please let me know .

thanks for your response.I understand its only for cultivation.we used to do agriculture in this kumki area before. but now as per horoscope this kumki land is best for house construction. so thought we could find a way to proceed with this legally.
