Hostile witnesses

In India as a lawyer and even as a citizen we all know that almost 90% of the criminals walk away because they are either been threatened by the accused to not testify in the court or they are scared about the repurcusions in the society about their own reputation. What do you all think about any reformation in this area of law. Just to mention that the introduction of the witness protection Act in US proved to be a great sucess.
