Hospitals are not allowed have out sourced employees?

Dear Team,

Recently we received a notice from Labour Inspector stating that hospitals are not alowed to have out sourced employees like House Keeping & Securities as per the Supreme Court Order"

My query is, is there such order from Supreme Court? If yes, please provide me the same.
