Hmda approval & agricultural land conversion


I have bought a plot in HMDA approved ( initial approval with LP Number ) layout and registration is successfully done too.

All link docs are there except one , Agricultural to layout conversion. Seller who is a venture company 

say that they have paid 5% more towards mortgage fir HMDA approval for the same sake. They say that we will getfinal HMDA Approval in 20 working days.

Is it something to worry about conversion when there is 

an approval from HMDA in place?

please guide.

Please visit the place and also contact other purchasers in the same venture, and you can get a better idea, if some one around the site were already granted such residential use and if there are no cultivable lands in use during season.
