Heavy vehicles are guilty in case of accident

Today my car was hitted fron front by a overspeed biker rider. On the same time a police constable arrives their and he told me that u r guilty. ALWAYS BIG VEHICLES ARE GUILTY IF ANY ACCIDENT HAPPEND THIS WAS AS PER DELHI HIGH COURT. even i told him that i was crossing the road and due to traffic my car was in still position. But he was not ready go listen any thing. Can u please tell me whether his statement of high court is correct or false. Also i required the details of our rights while driving and policemen authorities on the road.
