Has the district commission power to inquiry also ?

Sir, I know that central authority has power to order for an inquiry commission under new consumer protection act 2019. But my question is, has the same power District Commission also ? Thanks!

If we make a petition before DCDRF to make an inquiry or investigation of a disputed matter (lets say, car parking area is very small from where can cannot enter. Against the builder) can they create a inquery commission like central authority ?
