Grandfather property

My grandfather had 2 son and 1 daughter.And there is a property of grandfather where one of his son is planning for building a commercial appartment.
Will there be any issues?
Or any of the son or daughter can file a case ?

Is your grandfather alive? Whether the property is ancestral or self-acquired by your grandfather? Who are you either daughter/son/grandson/granddaughter?

yes my grandfather died 8 years back sir .Without writting any will
