That  can be a debt returned back, You cannot colloaborate without any suppourting evidance. There should be solid proof that the money was send for any perticular pupose

following such path can lead to irrepairable trap.

If you claim it was refund of a debt and thereby  you admit demand as well as acceptance.  Now all the prosecution has to prove that it was gratification only.

It then you who have to prove that it was refund of a debt by showing papers or other proof that the person who sent you money (i) did owe you money (ii) and more of refund by phone was accepted by you.

Even if criminal proceedings  may not succeed but for departmental inqjuiry it is sufficient to punish you if it is proved that  (i) you had official dealing with person; and (ii) money came to you as consideration.

First of all  it appears that it is you because you are staring that "my friend  is working a Govt servant"

later you said "actually I never asked for any amount"

Then it is seen that you are not able to convey facts cogently.  If you readdly want proper advise you should consult someone with relevant papers.
