Ideally u should approach the collector in whose jurisdiction u want to acquire a plot alongwith your proposal plan about your purpose
you can also write to CM of the state alongwith the proposal that what u intend to

mr ABHIJEET PARIKH is very much right also if you know any place which is vacant near your living place you can identify it to the collector after interacting with patwari about that place if it is government land,
