government affiliation to put songs in my website

I am a software Engineer. I want to make a website in which songs are present and people can visit and download songs from website.

Question is that - How can I make my website legal. I will put songs in my website. Any government affiliation is needed or not. If yes, then how to take government affiliation for that. So that my website and songs in that  website will be called as legal, not pirated.

contact the national informatic centre or any web master (COM, ORG, NIC, IN --ETC)TtHEY WILL GUIDE YOU.  YOU TO BEAR COPYRGIHT ACT, INTELLECTUAL PROPERTY RIGHTS WHILE POSTING THE SONGS. INFRINGMENT WILL LOCK IN BEHIND BARS WITH FINE UPTO 10 LAKHS

Is there any license to publically distribute songs which are not mine.
