Gift deed to cousin

Hi,

 

I want to know,

"I have a plot of 300 sft registered witt my name in a town, I want to gift that plot to my cousin sister age 14 years, because her parents are expired, I tried to adopt her, but my age is only 28 years and i am not eligible for adoption. I got married and living seperately."

At present situation, i could't able to bare the Registration cost.

My questions are

1) can i gift that plot to my cousin by notary stamp paper.

2) Do i have to register with her name in sub registrar office? 

3) Does my wife will have any right on this plot? 

4) If i gift her on a stamp paper, will there be any problem in the future?

You can gift it but not notary
