Fraudulant use of oh certificate

A person familiar to me has been issued OH certificate from the competent authority; though he does not fall under that category at all. As I see him to walk smoothly carrying heavy luggages, with child in arms; even he can run in need. What is the way to stop his such type of fraudulency ?
