documents executed in iNDIA SHOULD BE franked before its execution. MOU need not be registered since it is an interim agreement/understanding preceding an agreement/sale deed.

An MOU is  an agreement to enter into an agreement on the temrs contained therein.

No registration is required. It may be signed before Notary Public.

Stamp paper or franking of Rs. 100/- would suffice

Documents can not be franked after signature or execution by the parties. Bank is correct in refusing to frank your documents. You may repprepare these documents and put up for franking  before signature/s.
