Formation of flat owners and residents association

Is it essential that the project be completed before forming Owners and residents association. Promoter has not completed the project yet. External things like drive way lift and STP to be completed. Of 45 flats 26 flats have been occupied. Can we form an association

Not less than 7 members can form an Association/Society as per Society Registration Act, 1860. However some States made amendment. so please search google for your State for details.
