Forgery, cheating

One of my friend was heading chair in the co-op financial institutions during his tenor, one forgery took place in many years ago. the false accounts were opened and in that account the stolen financial instruments were sent for clearing. the moment incidence was addressed immediate recovery from all such account holders were done. For the same auditors reports were also submitted to the commissioner of co-operatives. Though my friend was not involved in this, only he was heading the chair he got JC & the charge sheet is filed under IPC, 409, 467, 468, 471. From the institional side there was a manager (died few years ago) involved together with third outside person who got the stolen financial instruments and the third person was also charged under same IPC but got released on bail. Is it possible that one person get bail and another can not? My friend bail is reject by court for three times. What is the option available for bail?
