Foreigners marriage in mumbai

Hi, both myself and my fiance are foreigners living in mumbai, i m holding malaysian passport and my fiance on phillipines passport. I m working in mumbai for 2 years and having an employment visa whereas my fiance living with me on tourist visa (6 months validity). Due to my work schedule and her visa issues we're planning to get married in India under the Section 16 of Special Marriage Act. We want to know can it be done in Mumbai? If can do we need an advocate to represent us? Please advise?
