Floor plan of residential flat in mumbai

We are lessees living in leasehold property which consists of bldg and land. Some members of the bldg have illegally encroached some parking space and enclosed . They have also incorporated some common area into their flats. No action has been taken by the municipality for the past several years. Now municipality wants area of the flats to assess property tax. Legally each lessee should have the same flat area but ilegally it varies because of encroachment. When property tax is paid - will it have to be shared equally by all lessees ? Even though only 2 are enjoying benefits of encroachment . If municipality agrees to assess the encroached property - so encroachers pay more will that confer any legality on the encroachment ? Please advise . This is in Mumbai suburbs. Also there are no existing records with the secretary regarding the floor plan - where can we get this from ? This is for a 65 yr old bldg

Lodge a written complaint with Municipality stating the members who have encroached the land.
