Fixing of Standard Rent in Redeveloped Bldg. in Mumbai?

A tenanted trust building is under redevelopment. The new land lord who bought the building is not willing to give flats in it on Ownership to the tenants protected under Mumbai Rent Control Act.

Please guide:

1) Who is the Authority to fix standard rent in Redeveloped Bldg?
2) Is there any GR wherein tenants are to be given flat on ownership basis ?
