There may be different procedures in different states.  In some of the states, it commences it's jouney from Village Revenue asst, Tehasildar and then to RDO with such endorsements and affidavit, and with recommendations and reasons for not registering the same in time, and also supporting documents of educational qualifications and their inquiry.  As I know this is purely no cost / expenses basis, if the documents are supported age mention in educational qualification certificates.  Contact the Tehasildar first. seek procedure and follow laid down procedure.
