FIR against PIO from BMC's Bldg Department.

Is registration of FIR possible against PIO for not replying to RTI application of mine for over 45 days.
It has been done in Rajasthan but what about Mumbai-Maharashtra. I have proof of delivery as it was sent by Speed Post. TIA

then apply for first appeal stating that no reply has received till date and submitted all evidences like registered post, payment acknowledgement..
