Fine recovery from maintenance paid

Dear Sir/Madam,
My society decided to levy fine on dog owners who relieve their pets in common as areas and this fine will be recovered from the advance maintenance charges paid. Is this legally allowed to deduct someone's money without their consent?

It is a valid decision of AGM applicable to all pet owners for maintaining cleanliness in the premises.
