Respected Sir(s), I want to know that whether a common man (Simply graduate) party in person, can file CWP in the high court of his state by registered post ? If yes what are the pre-requisites and procedure to do so ? To whom the post will be adressed, will he get confirmation from the registry of court ?

No, Registry will not accept the writ petition by Reg Post unless heabous corpous/PIL Addressed to the Hon'ble Chief Justice in very extreme cases
If you are plain LL.B then also you will face difficulty as you may not have the practical knowledge about the same
Its better to seek information under RTI Act in which state you are residing there before filing
In delhi Region, there needs to be 2 copies that needs to be filed and one copy to be served to the standing council of the Organisation against you want to sue
The writ petition must be in the following order
1 Index
2Notice of motion
3 Listing Proformae
4 Court fees usually Rs50/-
4 Writ Petition with synopsis, Date oe events,Facts, Grounds, Prayer
5 Affidavit supporting
6 Annexure which relied upon(Rs 0.75?- per annexure)
6 Miscallneous Petition for Interim Relief
When you posted the matter before Registry
The Registry will place defects
(The common defects have been placed on the website of Delhi High Court)
You have to remove the defects with in 30 days and then matter will be posted before the Court for admission
If it is posted then you have to make arrangements for service through process fees
I think this may be useful at this stage
