There is no rule that a farmer should own land on his own.Even a farm labourer could get the privileges of the farmer if he is engaged in frming activities with the land lord.

Land is a State subject, where status of "farmer" is conferred / withdrawn.

It is better to consult a local prudent lawyer practicing revenue / civil matters.
