Quick Summary
A 28-year-old is seeking advice after finding their father, who abandoned them at age two, living in Japan. Despite locating him and his successful life there, he has refused to help them relocate. The individual is inquiring about any legal rights or laws in Japan concerning child abandonment and what actions they might be able to take.

Now that you are 28 years old, you are not having any rights.

You are Indian or Japanese citizen ?

Whether your father has obtained Japanese citizenship ?

It would be better to consult a Japanese prudent lawyer.
