False affidavit time barred limit

Hi,

Can anyone tell me is there any time barred limit for any person to submit an affidavit to the Govt agencies?

A person filed false affidavit to the estate office and get property alloted now he died and property got transferred to legal heir . Can state govt take any action on property after lapseof 27 years? Is there any time limit??

Sir l have posted all the facts

1) Commericail property were alloted in 1993 to allottee but condition is that no other commercial property should be on name of family  member how ever wife had property. 

2) allotte died after that in 2000 and property transfer to legal heir.

3) now after lapse of 27 year can estate office cancel the allotment kn basis of that affifavit?
