Extent of Executive Power under the Indian Constitution.

Dear Hon'ble Member of LCI: Under the Indian Constitutional working systems, is the Executive power of the State competent to make Rules or Regulations to enable the Executive to make an expenditures to be charge from the consolidated fund  the State in anticipation of future Appropriation Act? Plesae share your valuable views. Thanking you all in advance!

 It is the dictatorship of the democracy. Executive is supreme.

The appointments of HC and SC judges, Ministers and to all other high posts should be subject to approval by a Parliamentary Committee where they are closely questioned about thier suitability from all angles - social, political, educational background, experience. If America is a democracy and this system works there, why not in India?
