Do you mean Explosive act 1884 and Explosive rules 2008?

There is no explosive act in the year 2008. It is Explosive rules 2008.

This rules are framed in exercise of the powers conferred by section 5 and 7 of the explosive act 1884.

There are many classifications for explosives and generally nobody can possess explosives of any quantity. In order to make the possession legal, lisence from the competant authority is necessary. If you mean crackers, there are some exeptions. Go through the act and rules for clarifications.

THE EXPLOSIVES RULES, 2008.  Rule 9. No licence needed in certain cases
Rule 9 sub rule (5)-- possession of fireworks not exceeding one hundred kilogram for own use and not for sale.

work with the act and rules and succeed in getting discharge.
