FIR is not substantive piece of Evidence but can be used to Corroborate or contrdictband FIR is a Public document

No evidence value. Anyone can file FIR for anything. But it hints at eagerness/attempted authenticity of complainant to get justice. But anyone can file counter FIR or counter affidavits as per his own wish whenever he comes to know of FIR against him
