Eviction petition in punjab for shop

Sir, I filed a petition previously in punjab under section 13 B of East Punjab Urban Rent Restriction Act, 1949. On court's directions I have to withdraw that this section is not applicable now and directed me to file under section 13 of East Punjab urban rent Restriction act 1949.  

Second time I filed petition before rent controller under section 13 of East Punjab urban rent Restriction act, 1949.

The file transferred in entrustment and the court directed me to withdraw that the same should be filed under section 24 of Punjab rent act, 1995.

I had filed two petitions this time 1) under section 13 of East Punjab urban rent restriction act for eviction 

2) Recovery suit under section 24 of Punjab rent act 1995.

This time court directs to file under section 24 of Punjab rent act for NRI.

Now the question arise shop is under tenancy since 1981 and the 1995 act got amended in 2013. 

How can it be filed in section 24 of punjab act. Plz guide.

Section 24 of the East Punjab Urban Rent Restriction Act, 1949 deals with "Execution of Orders" passed by the Rent Controller or the appellate authority.

Rent Controller is a special tribunal, not a civil court,but Section 24 provides a legal mechanism for enforcement through the civil court.

The execution court cannot go behind the Rent Controller’s order; it must execute it as it stands.
