However, I am assuming that you want to know about the Essential Services Maintenance Act, 1981.

ESMA is an act of the Parliament of India. It was established to ensure the delivery of certain services, which if obstructed would affect the normal life of the people. This includes services like public transport, health services, etc. 

The act is imposed to prevent unnecessary strikes. It can be imposed for a maximum period of six months, but the Central Government may extend it for any period not exceeding six months if it is satisfied that in the public interest it is necessary to do so.
