Esi coverage for a seasonal factory

Dear Exparts,

One of the Sesonal Factory is engaged Contract Labour . Which are covered under ESI & PF . During the non-seasonal time all the workforce has been cancelled because of no works. At that time weather the Contractors responsibelity for payment of PF & ESI ?

Some expert says regarding the PF you have to pay Rs. 7/- per month a minimum contribution for non-seasonal of the works .

Then what about the ESI ?
