employment harassment

Sir, I am a Lecturer working in govt higher secondaryschool, and I have been deployed for covid 19 duty for last two months as Administrator, but my School Head kept my July month's pay with held without issuing any prior notice to me and when I tried hard to know the reason I was told that I am not giving online classes, ie why my pay was kept with held, what should I do.
