Employer asking for Form16

I have attended a interview for HR post, and submitted my  pay slip and offer letter of the present company.  He is demanding for form 16.  Still he has shortlisted my name.  Is it necessary to submit form 16. What is the use of form16 for them.

Dear Mahesh,

Many candidates appearing for interviews often lie about their last drawn salary in expectation for higher salaries, hence as a check to discourage candidates from such malpractises some prospective employees ask the candidates to prodduce such things. I think there is no need to worry in case of a genuine candidate to produce the credentials.

Dear Mr.Mahesh,

                            if you ask " is it necessary?"  the answer is "no".  there is no legality involved  in this. My opinion is insteasd of asking Form-16, they can do pre-employment verification which will be proffesional in approach.
